The City of Escondido is seeking a Geographic Information Systems Manager in the Information Systems Department / GIS Division to manage the city's enterprise GIS program as a strategic leader responsible for ArcGIS platforms and spatial analytics. The position requires coordinating with departments and external agencies to ensure GIS capabilities support operational efficiency, infrastructure management, and community services. Key responsibilities include developing multi-year GIS strategic roadmaps, serving as subject matter expert on ArcGIS Enterprise architecture, administering the ArcGIS Enterprise environment, supporting Cityworks asset management integrations, establishing data governance standards, developing GIS applications, managing vendor relationships, leading staff, administering budgets, and representing the city's program in professional forums. Requires a Bachelor's degree from an accredited institution with major coursework in computer science, geography, science, planning, engineering, or related field with GIS emphasis, plus six years full-time equivalent GIS experience including two years administrative/supervisory responsibility. Additional qualifying experience may substitute for education on a year-for-year basis. Valid driver's license required. Salary range: $108,076 to $160,755 annually. Full-time, in-person required with no remote work. Background investigation including fingerprinting, medical examination, and drug screening required.
