SAWPA seeks a GIS specialist to manage water resource information systems and perform sophisticated geographic analysis. The role involves administering enterprise GIS platforms, developing databases and analytical workflows, and supporting regional water planning initiatives across Southern California. Core Responsibilities: Administers SAWPA's water resource information systems and performs advanced Geographic Information System (GIS) functions, including GIS programming and analyses. Develops technical reports and serves as a GIS software resource for the organization. Performs network analysis work. Ensures systems meet authentication and access control standards for security compliance. Translates complex spatial data into actionable reports for technical and non-technical audiences. Collaborates with IT to maintain security standards. Required Skills and Competencies: Advanced GIS concepts using ArcGIS Pro, Enterprise, and Online platforms. Database design, SQL, scripting, and data workflow development. Water resource data management with QA/QC compliance. Project leadership from requirements through implementation and training. Data visualization for diverse audiences. Complex problem-solving regarding data collection and integration. Clear communication and stakeholder relationship management. Minimum Qualifications: Five or more years of progressively responsible experience in Geographic Information Systems. Bachelor's degree equivalent with major coursework in GIS, water resources, or related field; acceptable combinations of experience and non-degree certification considered. Highly Desirable Qualifications: GIS Professional (GISP) certification or eligibility with 4+ years qualifying experience. Microsoft SQL Server and/or Azure database administration certification. California professional licensure (PG, PE, or PLS). Salary Range: $112,910.27–$137,380.76 annually. Employment Type: Full-Time, Non-Exempt. Department: Information Services.
