Performs responsible professional and technical work involving the development, operation, and maintenance of the County’s Geographic Information System (GIS), including administration of the County’s ArcGIS Enterprise deployment and its supporting database and server infrastructure. Work is performed under general supervision.

Organization

The GIS Specialist reports to the Director of Planning & Community Development.

Essential Functions

  • Administers, configures, and maintains the County’s ArcGIS Enterprise deployment, including Portal for ArcGIS, ArcGIS Server, and related components, ensuring system availability, security, and performance;
  • Manages and maintains the enterprise geodatabase and associated database/server environment, including backups, versioning, database design, performance tuning, and coordination of software patches and upgrades;
  • Manages user accounts, roles, and permissions within ArcGIS Enterprise and coordinates access with the Department of Information Technology;
  • Publishes, maintains, and troubleshoots GIS web services, applications, and dashboards hosted on ArcGIS Enterprise;
  • Converting geographic information to digital data; maintaining records and files; preparing maps;
  • Prepares and updates an annual GIS Department work program that considers but is not limited to future GIS budgetary needs, staffing, hardware and software needs and upgrades, work product and support to assist other County Departments;
  • Performs field inspections to acquire and verify geographic data as needed;
  • Researches and resolves conflicting geographic data;
  • Performs routine processing of various information for inclusion in various County geographic files; assists in the preparation of original maps, charts, and drawings from aerial photographs and survey data;
  • Performs routine daily work, including compilation, editing, maintenance, extraction, and application of geographic data; revises features of existing maps and charts and corrects simple maps in various stages of compilation;
  • Provides designated geographic information to interested parties in support of the Countywide Geographic Information (GIS) system;
  • Reviews development projects for accuracy and completeness of required geographic information and adherence to codes and standards;
  • Assists in research and interpretation of land records from multiple sources;
  • Works closely with staffs in Commissioner of Revenue, Sheriffs’, Fire and Emergency Management, Utilities and Public Works, Economic Development other County departments and with the Department of Information Technology staff on server, database, and system administration matters;
  • Trains GIS staff;
  • Trains staff in other departments to perform basic GIS functions related to the needs of their department;
  • Performs other related tasks as required.

Required Knowledge, Skills and Abilities

Working knowledge of personal computers, plotters, digitizers, printers, networks, internet, and scanners. Considerable knowledge of ArcGIS Enterprise architecture and administration, including Portal for ArcGIS, ArcGIS Server, and ArcGIS Data Store, and of SQL relational database management, database administration, and server maintenance. Knowledge of other software systems and programming languages, such as ArcGIS software, AutoCAD software, Microsoft Office, Windows Server and Windows Operating Systems, and GPS hardware/software. Thorough knowledge of geocoding, land records or parcel maintenance, street network maintenance, data conversion, cartography, projections, datums, coordinate systems, surveying COGO, database management, statistical data analysis, and vector and raster geographic data; ability to analyze, prepare, and present technical information. Must be able to establish and maintain effective working relationships with associates, government officials, and the general public; ability to effectively communicate ideas both orally and in writing. Strong customer service orientation is required. Must have the ability to manage several projects simultaneously and meet deadlines.

General knowledge of local government responsibilities and operations strongly desired.

Education, Experience and Training

Any combination of education and experience equivalent to graduation from an accredited college or university with a Bachelor’s degree in geography or a related field; or GIS certification, and considerable working experience with GIS and ESRI GIS products, including ArcGIS Enterprise administration and database/server management.

Salary: $61,476.24 - $64,567.92 Annually
