GIS Analyst

General Definition of Work: This intermediate-level technical role involves developing Geographic Information System (GIS) solutions and managing special projects under general supervision of the GIS Coordinator, with oversight responsibilities for seasonal staff. Essential Functions: Develops GIS solutions consulting with county departments to design systems addressing business needs. Assists in developing workflow processes, procedural manuals, and business rules for county-wide GIS data distribution. Plans, designs, and maintains the county's GIS web services and applications. Creates and maintains GIS datasets emphasizing parcel fabric and NG911 address data. Performs advanced spatial analysis and creates informative geographic products. Provides photogrammetric and cartographic support for departments and public organizations. Delivers technical support and training to GIS users and project teams. Serves as team leader assigning work to seasonal staff. Minimum Qualifications: Bachelor's degree in GIS, geography, computer science, or related field plus two years GIS experience (or equivalent education/experience combination). Valid driver's license required upon hire. FAA Part 107 Certification for drone operation required within one year of employment. Knowledge, Skills, and Abilities: Candidates must demonstrate expertise in GIS application development, national mapping standards (PLSS, USNG, NENA, NG911), coordinate systems, map projections, and address geocoding. Required technical proficiencies include ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, and Experience Builder, plus scripting languages including Python, Arcade, HTML, and Java. Additional requirements include geodatabase design, UAV operations knowledge, and strong communication abilities for diverse audiences. Physical Requirements: Occasional lifting of up to 25 pounds; regular sitting and computer work; frequent speaking/hearing; occasional standing, walking, and outdoor exposure.
