GIS Manager

The GIS Manager role involves strategic leadership for the City’s enterprise Geographic Information System, directing data management and governance initiatives across departments to strengthen data-driven decision making.

Strategic Leadership

• Provides long-term strategic direction for enterprise GIS and data programs aligned with organizational priorities
• Leads citywide data initiatives strengthening governance, standardization, transparency, and analytics
• Advises executive leadership on emerging technologies and resource planning

Enterprise GIS & Data Program Oversight

• Oversees enterprise GIS architecture and data platforms for reliability, security, and scalability
• Ensures development of authoritative datasets and enterprise data resources
• Directs creation of dashboards, public portals, analytical tools, and mapping applications

Project & Portfolio Management

• Leads complex multi-department initiatives using formal project management practices
• Develops project portfolios and annual work plans reflecting citywide priorities
• Coordinates cross-functional teams and contractors

Stakeholder & Relationship Management

• Facilitates enterprise governance bodies supporting alignment and engagement
• Builds relationships across departments promoting data-driven practices
• Communicates technical concepts to leadership and public

People Leadership & Team Development

• Supervises GIS and data staff in collaborative, high-performing environment
• Provides coaching, performance evaluation, and succession planning
• Promotes innovation, accountability, and continuous improvement

Operational Management

• Oversees lifecycle management of GIS systems and applications
• Maintains documentation, standards, procedures, and training resources
• Manages budgets, contracts, procurement, and vendor performance
• Ensures compliance with IT security and data privacy standards

Minimum Requirements

• Bachelor’s Degree in GIS, Geography, Computer Science, Data Science, Engineering, or related field
• Seven (7) years progressively responsible experience with enterprise GIS design, implementation, administration, and project management
• Three (3) years supervisory experience
• Ability to pass FBI criminal background screening and meet criminal justice information security standards
• ITIL Foundation certification (or obtain within one year)

Preferred Qualifications

• Experience leading enterprise data, analytics, or governance programs
• GISP certification, ESRI technical certifications, or data management certifications
• Experience managing enterprise technology solutions and cross-departmental initiatives

Salary: $93,936.00 - $120,000.00 Annually
