The position is permanent, full-time, and reports to the agency IT Manager. The role focuses on leading IT initiatives, GIS management, procurement, and inventory oversight for the Wyoming Department of Environmental Quality.
Key Responsibilities
- Serve as the agency's GIS subject matter expert using ESRI software products.
- Manage GIS base layers data and enterprise licensing.
- Draft and manage Requests for Proposals (RFPs) and Requests for Information (RFIs).
- Provide project management oversight for software development projects.
- Oversee purchasing, tracking, and management of all IT assets and enterprise licenses.
- Draft and update IT-related policies aligned with EPA, OSMRE, and Wyoming ETS standards.
- Educate staff on technical and regulatory requirements.
Required Qualifications
- Bachelor's degree (typically in the sciences) OR 4-6 years of progressive work experience in natural resources.
- Strong knowledge of natural resources as it relates to IT and GIS usage.
- Exceptional written and verbal communication skills.
- Proficiency with ESRI software and Microsoft SharePoint.
- Solid understanding of formal purchasing processes and procurement rules.
Preferred Qualifications
Strong and successful experience within IT project management, budget planning, Microsoft products to include SharePoint, and an ESRI background.
Physical Requirements
Ability to lift up to 40 pounds; in-state and possible out-of-state travel required.
